A study by CDC Foundation researchers published in JAMA Network Open analyzed e-cigarette directory laws in Alabama, Oklahoma, and Louisiana—the first three U.S. states to implement such laws. It found no sustained decline in e-cigarette sales across these states. In Louisiana, initial sales dropped but later rebounded, with a shift toward menthol prefilled cartridges driven by Vuse Alto. By April 2025, unlisted products still accounted for over 50% of sales in all three states. The study concludes that directory laws are not associated with sustained reduction in illegally marketed e-cigarette sales, potentially benefiting major tobacco companies by reducing competition.
