Profits over pupils: the billion-dollar vape scandal poisoning Namibia’s future leaders

Confidentenamibia
A growing vaping epidemic is causing widespread nicotine addiction among Namibian youth due to outdated laws and corporate greed.

Summary

Namibia is facing a public health crisis as e-cigarette use skyrockets among adolescents, with 23% of students aged 13-17 using vaping products. This trend is driven by cheap, accessible devices and a lucrative import market that saw N$1.4 billion in spending between 2021 and 2024.

The crisis is exacerbated by a legal loophole in the Tobacco Products Control Act of 2010, which fails to define or regulate e-cigarettes. This lack of oversight allows vendors to sell addictive products to minors without specific retail licenses. While the City of Windhoek has implemented bans in public spaces, enforcement remains difficult due to these legislative gaps.

In response, the government is working to amend existing laws to classify vapes alongside traditional cigarettes. Proposed measures include stricter retail licensing, restrictions on sales near schools, and bans on flavored products to protect the health of Namibia's future leaders.
