Russia has transitioned its digital labeling system for reusable e-cigarettes and similar personal vaping devices from a voluntary pilot to a mandatory regime. From September 1, 2026, manufacturers, importers, and other market participants must register with the national Chestny ZNAK tracking system. From December 1, newly manufactured and imported covered devices will be required to carry mandatory digital identification codes and be reported as entering circulation. This marks the first phase of a phased implementation, with further traceability requirements for product circulation and withdrawal scheduled for 2027. The rules specifically target reusable vaping hardware and are part of Russia's broader effort to bring tobacco and nicotine products under digital identification and circulation controls. Transition arrangements apply to some unlabeled inventory manufactured or imported before December 1, 2026.
