The bill also addresses the persistent issue of South Africa's large illicit cigarette market, estimated at 60% of sales, which the tobacco industry argues could be worsened by tougher laws. Public health advocates, however, frame illicit trade as an enforcement problem. The bill must still complete its committee stage, pass the National Assembly and the National Council of Provinces, before being signed into law.
