2FIRSTS | Reynolds Puts Nearly 183,000 U.S. Contracted Outlets Under Age-Verification Rules, Covering 94% of Volume — Can It Shift an Unauthorized Vape Market?
Summary
Reynolds American Inc. says nearly 183,000 U.S. retail outlets are under contract with the company, with its Retail Marketing Plan Contract (RMPC) covering about 94% of company volume and requiring point-of-sale age verification for tobacco and nicotine sales. The company layers these contractual requirements with We Card, TruAge and its Responsible Vapor Retailer Program, extending age verification from retailer training into digital identity checks and POS systems. TruAge was integrated into NCR Voyix point-of-sale systems in October 2026, giving about 75% of the U.S. convenience marketplace technical access through existing POS technology. Reynolds also is rolling out four flavored Vuse Pro pods — Berry, Peach, Watermelon and Fresh Mint — in phases to about 50,000 U.S. stores, with ID scanning, purchase limits, signage and enhanced retailer accountability. These pods remain unauthorized by the FDA; the agency's 2026 guidance lowers enforcement priority for certain pending PMTA products but does not constitute marketing authorization. Unauthorized or illegal vapor products still represent a large share of the U.S. market, with a 2026 NEJM Evidence study estimating unauthorized products at 69.4% of tracked e-cigarette dollar sales in December 2025 and 97.6% for disposable e-cigarettes. Whether Reynolds' model can materially shift a market dominated by unauthorized products will depend on enforcement, future FDA marketing decisions and the extent to which regulated products gain distribution through mainstream retail.
