Can You Vape in Thailand? Vape and Nicotine Pouch Laws for Travelers
Summary
Thailand enforces some of the world's strictest e-cigarette laws, and they apply equally to foreign visitors. Importing e-cigarettes, e-liquids, pods, disposable vapes, and related equipment has been prohibited since 2014 under a Ministry of Commerce notification, with enforcement framed by the Customs Act B.E. 2560 (2017). Importing prohibited goods can carry up to 10 years in prison and/or a fine of up to THB 500,000 under Section 244; receiving or handling goods connected to customs offenses can bring up to 5 years and/or four times the duty-inclusive value under Section 246; selling or providing vaping services can lead to up to 3 years in prison or a fine up to THB 600,000; and using a nicotine e-cigarette in a smoke-free area can bring a fine up to THB 5,000 under the Tobacco Products Control Act. Declaring a vape at customs does not make the import legal, and transit is not an exemption because the Customs Act covers evasion involving transit and transshipment. In April 2026, Thailand's Department of Disease Control confirmed that nicotine pouches are regulated as tobacco products even when tobacco-free, online sales and advertising are prohibited, and sales to people under 20 are banned; no verified passenger allowance for pouches was found, so travelers should leave them at home. Cannabis flower now requires a valid prescription issued in Thailand, is limited to medical need with no more than a 30-day supply, and importing cannabis or hemp products is prohibited; unauthorized cross-border transport can violate drug laws in Thailand and elsewhere. Vaping laws vary widely across Southeast Asia and change often, so travelers should check official government and embassy guidance before departure. Compliant nicotine alternatives include gum and patches, though Thai FDA rules should be confirmed; the cigarette duty-free allowance is 200 cigarettes. If a device is found, travelers should cooperate with officials, request documentation, contact their consulate, and never offer a bribe. The clear answer to whether you can vape in Thailand is no, and bringing a device carries serious legal risk.
